The Hidden Cost of Picking the Lowest Bidder on a Commercial Project

“You’re Going to Kennesaw”

It was late February 2024. My boss slid a manila folder across his desk and said, “You’re taking the Kennesaw project.” A three-story medical office complex going up off Barrett Parkway, and my job was to source every piece of Division 10—wall protection, expansion joints, louvers, sunshades, grilles. Budget: $38,000. Timeline: six weeks for quotes, four for fabrication lead.

I’d been in procurement for six years at that point—managed about $180,000 in annual orders across a dozen odd projects—and I thought I had vendor evaluation down cold. Get three quotes, pick the middle one, and check references. No-brainer, right?

That project taught me otherwise. And it completely changed how I think about total cost of ownership (TCO) versus unit pricing.

The Quote That Looked Too Good

We sent the spec package to four vendors. The usual names plus a local fabricator out of Marietta who’d been trying to get our business for two years. And the quotes came back about how you’d expect—until I saw the Marietta number.

I almost went with the Marietta fabricator right then. Thirty-two percent below the next cheapest. Four-week lead instead of eight. And local—support the local economy, right? The project manager was pushing for speed, and my boss liked the number. It looked like a slam dunk.

Let me back up. Here’s what I didn’t ask until later: What’s included in that price?

The Fine Print That Cost Us $5,800

I called the Marietta fabricator to confirm a few details. The conversation went something like:

“That $28,100—does that include shop drawings?”
“Shop drawings are $950. Additional revision rounds are $350 each.”
“Delivery to site?”
“Delivery is extra. About $1,200 for the Kennesaw drop. Call it $1,400 if you need a lift gate.”
“Installation support?”
“We don’t do that. Your GC will need to figure it out.”

By the time I added everything up—shop drawings with two revision rounds, delivery with lift gate, and field measurements (which Construction Specialties had included)—the actual cost was $33,650. Still cheaper than the others? Sure. But I wasn't done yet.

(I should mention: I was tracking this in a cost spreadsheet. When I lined up the TCO numbers, that 32% discount turned into a 16% difference—still real, but not the slam dunk it looked like.)

The Real Cost: What Happened on Site

We went with the Marietta fabricator. The decision was mine, and I own it. But here’s where the story gets ugly.

Problem #1: The Grilles Didn’t Fit.

The Marietta crew came out to field-measure the louver and grille openings—or rather, they sent someone who “used to do this” on a Tuesday afternoon. The measurements were off by ⅜ inch on two of the eight elevations. When the grilles arrived in early May, two wouldn’t seat properly. The GC’s crew spent two and a half hours cutting and shimming them. Cost: $780 in field labor, charged back to our budget.

Problem #2: The Wall Protection.

We specified Acrovyn—the stuff from Construction Specialties—for the main corridors and the ED entrance. The Marietta fabricator said they could source an “equivalent” product for 18% less. We approved the substitute cause the sample looked fine in the shop. But when it was installed, the color was slightly off, and after three weeks, one of the corner guards started peeling at the seam. The GC rejected it. We had to rip out five corner guards and reorder the Acrovyn version with overnight shipping.

Cost of that: $2,200 in material replacement plus $650 in labor. The “savings” on that line item? Originally $540.

Problem #3: The Expansion Joint.

The expansion joint cover for the second-floor pedestrian bridge was another mess. The Marietta shop drawings didn't account for the seismic requirement in the spec. The inspector flagged it. We had to order a new cover from Construction Specialties—$1,800 with expedited shipping—and run it up three floors in the freight elevator.

Total additional costs from the “cheaper” quote: about $5,800. Plus wasted time. Plus three heated emails from the project manager. Plus a subcontractor who said “never again” after the corner guard redo.

The TCO I Should Have Calculated Up Front

The Construction Specialties quote was actually $4,620 more—but it came with zero surprises. No rework. No rejected materials. No angry phone calls from the GC. That $4,620 difference wasn’t just a premium for quality—it was essentially an insurance policy against everything that went wrong with the alternative.

And here’s the part I didn’t even put in the spreadsheet: the time cost. I spent about 18 hours of my own time dealing with the problems. The project manager billed her time to our project at $85/hour. That’s another $1,530. Plus the reputational hit with the GC who now thinks we can’t spec a reliable vendor.

The real TCO gap? Construction Specialties was probably cheaper overall once you count every hour and every headache.

What I Learned (the Hard Way)

Three things from this that I now do on every procurement:

  1. I ask “what’s included” before I ask “how much.” Shop drawings? Revisions? Delivery? Field support? If it’s not in the base price, I’m adding it to my spreadsheet before I compare anything.
  2. I never approve a material substitution without a reference history. The “equivalent” corner guard was the biggest mistake. A sample is not a field test. I should have asked for three project references where that product was installed for at least six months.
  3. I calculate time as a line item. My time is $X per hour. The PM’s time is $Y. The GC’s field engineer’s time is $Z. If a low-cost vendor is going to eat up those hours dealing with problems, that’s a real cost.

Per the FTC guidelines on advertising claims, I’m not saying “always buy Construction Specialties.” That’s genuinely not the point. The point is: the cheapest quote in the spreadsheet is rarely the cheapest TCO in the real world.

This was accurate as of Q2 2024. The market changes fast, so verify current pricing and product specs before budgeting.

“The $28,100 quote cost me $36,580 in the end. The $41,200 quote would have cost me exactly $41,200—and saved me about 30 hours of my life.”
