A Cost Controller's Checklist for Buying Construction Specialties

If you buy Division 10 products for commercial projects, this checklist is for you. I've been a procurement manager at a mid-size commercial construction company for eight years, and I manage roughly $600,000 a year in construction specialties—wall protection, expansion joints, louvers, sunshades, entrance mats, and the miscellany that goes with them. The checklist below came out of real mistakes. Follow it, and you'll catch most of the hidden costs before they hit your budget.

Step 1: Clarify the exact spec before comparing prices

The first time someone told me 'it's just a louver,' I almost believed them. It wasn't. A construction specialties louver rsv-5700 is not a generic louver. It has a tested performance profile: air flow, water penetration, wind load, finish, and anchoring details. If the spec calls for that model, a substitute should be able to produce the same test data, not just the same picture in a brochure.

Step 2: Itemize the full scope, not just the products

Most buyers focus on unit price and completely miss the accessories that make a louver or sunshade installable: subframes, brackets, fasteners, flashing, sealant, mullion covers, and sometimes a test mock-up. A quote that doesn't show those line items is an incomplete quote.

We built a standard RFQ spreadsheet with one row per component. It took one afternoon to set up, and it has saved us an enormous amount of trouble. Ask every manufacturer to return the same format. If a rep says 'we'll package it for you,' thank them and ask for the itemized backup anyway. That's not about being bureaucratic; it's about making cost differences visible.

Step 3: Calculate TCO: freight, installation access, and maintenance

Unit price is a small part of the total. Total cost of ownership (i.e., the installed cost plus maintenance and replacement risk) is what actually hits your budget. Freight on a crate of louvers can be surprisingly expensive. Installation access on a tight urban site adds time. Finish maintenance matters if the product will sit in direct sun or coastal salt air.

Example from our Q2 2024 bid: the low product quote came in at $4,200. The next quote was $4,850. On the surface, the difference was about 15%. But the low quote didn't include subframes, added $900 for freight, and offered a 10-year finish warranty. The higher quote included subframes, freight, and a 20-year finish warranty. The 'cheap' option was more expensive once we ran the real TCO. That's the kind of difference hidden in the fine print.

One caveat: freight rates change, and regional costs vary. Take this with a grain of salt—in our area, freight on a typical louver order runs 8–15% of product cost. Get a real delivery quote for your zip code.

Step 4: Read warranty and maintenance language before you sign

Warranty language can look like boilerplate until you actually file a claim. We had a garage door seal fail at a loading dock. The manufacturer covered the material but not the trip charge, and the installer's prep work turned out to be the root cause. The warranty was fine—our process was not.

Before you sign a purchase order, ask these questions:

  • What exactly is covered? Material only, or material plus labor?
  • Who pays for shipping the replacement?
  • Are there required maintenance procedures that void the warranty?

The same principle applies to more decorative items. If you're buying stained glass windows, for example, the frame, thermal movement, and cleaning access are just as important as the glass itself. The cheapest panel often creates the most expensive maintenance issue.

And while we're on maintenance: don't wait until after installation to think about cleaning. Millions of people search 'how to clean shower head vinegar' because no one handed them the fixture's maintenance manual. For construction specialties, the equivalent is asking for the cleaning procedure for an anodized louver. Use the wrong chemical on the wrong finish, and you can void the warranty.

Step 5: Use manufacturer resources—but confirm the source

Process efficiency is a real cost saver. We used to spend days requesting literature and submittals by email. Now we download BIM files, installation drawings, and finish samples directly from the manufacturer. That workflow cut our submittal turnaround from 5 days to 2 days, and it eliminated the data-entry errors that came from copying specs out of PDFs.

Here's the caveat: not every website that looks official is the manufacturer. Some are lead-generation sites. Before you download anything, check that you're on the real manufacturer's site. We navigate from the official construction-specialties.com domain, and we look for the genuine Construction Specialties logo on the document's cover. If a third-party site says 'Construction Specialties official website' but the URL doesn't match, be skeptical.

Per FTC guidelines (ftc.gov), performance claims in advertising need substantiation. So when a manufacturer says 'low maintenance' or 'corrosion resistant,' ask for the test report. The efficient way is to gather those reports in one folder during bidding, not after the project starts.

Step 6: Close out with a post-installation review

After the product is installed, take photos, note any substitutions, and put the operation and maintenance manual in the project file. This is not an administrative nicety. It prevents the next expensive surprise—someone on your facility team not knowing how to adjust, clean, or repair what was installed.

Schedule a walkthrough at the 11-month mark. One hour can catch issues while the warranty is still active. Then use the same data to rate the vendor: actual price versus quoted, lead time performance, installation issues, responsiveness. After a few projects, you'll have a short list of manufacturers you can trust. That list is worth more than any discount.

Caveats and common mistakes

This checklist works for my situation: a mid-size commercial contractor buying predictable Division 10 quantities for North American projects. If you're doing a one-off custom installation or importing pieces from overseas, the priorities might be different. Your mileage may vary.

And don't treat prices from past projects as current numbers. Get fresh quotes and recalculate your own percentages. The point is not to find the cheapest supplier; it's to get the full picture before you commit.

If you take one thing from this article, take this: hidden costs are not inevitable. They're just unclarified scope. Define the scope, use a consistent template, verify the source, and you'll catch most of them before they become change orders.
